Before you place a decoration that gives a bonus, it tells you how much bonus you'll get for business profits. So the tactic here is to put it randomly near shops and houses to increase your bonuses. There are other decorations you can use to boost your cash that give varying bonus payouts; this just happens to be cheap and takes up only one square of land.
